Running unittests fails on PHP 8.3+

Packaging new 1.6.0 release for Alpinelinux faced that tests for PHP 8.3 and 8.4 fails

Fixed in v1.8.0. Tests now require PHPUnit 11 and all data providers have been converted to static methods with #[DataProvider] attributes.

All 3192 tests pass on PHP 8.2, 8.3, 8.4, and 8.5 for both the extension and polyfill.
