Summary

Tracking issue for RFC 0005 — NetScript DevTools contribution architecture, merged on main via PR #1450.

The RFC defines the framework's first plugin→UI contribution seam: a separate, loopback-only, development-only DevTools host, a { family: 'devtools', major: 1 } contribution family in packages/devtools-core, three contribution kinds (panel, link, diagnostic), a host-owned deny-by-default read contract, and a production posture stricter than every system surveyed.

Notes (non-gating)

• Implementation is tracked by the epic:dev-dashboard children filed alongside this issue.
• The Plan-Gate was cleared by written owner waiver (run drift D-18). The formal Codex evaluator returned FAIL_PLAN twice; every supervisor-fixable finding was closed before the waiver. No evaluator PASS exists — do not cite one.
• The mandated adversarial design pass ran on an owner-approved substitute route (Qwen 3.8 Max + Kimi K3, drift D-15/D-16); 22 findings closed — 21 fixed, 1 declined with a re-entry condition.
• The owner may close this tracker if PR RFC: NetScript DevTools contribution architecture — plugins that ship developer tooling #1450 is considered sufficient.

Superseded by #1465, which was created during the acceptance merge and already carries the same canonical RFC 0005 tracking responsibility. No acceptance criterion is lost; implementation remains under amended epic #400 and the filed children.
