Improve discoverability of Data Tables list #994

Right now users have to know that certain layers expose a list of available Data Tables for visualization, and that to access them they need to find the data table icon in the legend. This is clearly insufficient. I can see to candidates for improving this UX.

  1. When on layer features on the map (e.g. monitoring sites), the map popup could show a footer that declares data tables are available for that layer, with a dropdown appearing if the click on a button to activate a table.
  2. We could put the same data table icon in the layer list, next to the layer name, which has approximately the same appearance and behavior as the button in the legend.
  3. A banner, toast, or other sort of indicator could appear on the map when one or more layers are visible which provide data tables.

I'm not too excited about the design of 2 or 3 when I picture it in my head, but clearly we need multiple avenues for people to discover this relatively hidden functionality.
