Data Tables -> Thematic Map bubble symbology has several inconsistencies

Take a look at this screenshot.

• zero-values are often bigger than bubbles that represent values > 0. That's not very intuitive.
• zero is represented in the stacked bubble indicators of values in the legend, but is redundant to and doesn't match the true zero-value cartographic symbol.
