Right now the GPKG files output by the transit coverage script just drops all the MAZs outside of the buffer. Perhaps consider using a boolean flag to indicate whether a MAZ is within or outside the buffer instead.

This issue came to the forefront when Abe was confused about the output (since I think just dropping entries wouldn't be GIS standard/best practice)
