fix: update McpServer submodule — remove Copilot CLI wallclock timeout

Copilot CLI default timeout changed from 2 minutes to InfiniteTimeSpan.
Results arrive all at once (not streamed), so wallclock timeouts kill valid requests.
TodoPromptService no longer passes hardcoded 3-5 minute limits.
