Add support for WSL version `git_binary`

Hello,

I'd like to see package control support the Windows Subsystem for Linux [wsl], in particular for what concerns git. This is already available on some packages, e.g. gitgutter, but not streamlined to package control. Any chance we can see it here sooner or later?
