The existence of a templateflow/templateflow fork is assumed

A /templateflow repository is assumed to exist by the manager.

We should take care of this with two operations:

• If the repo does not exist, fork templateflow/templateflow ourselves.
• If the repo does exist, resync the tpl-intake branch.
