Building Protos on windows

The ruby file doesnt seem to work on windows. I have written a powershell version

I had the same problem, I've used linux subsystem to execute build_proto.rb script and success. I've tried to execute the powershell script provided by @jmenziessmith , but I had the same problem.

This step should be described in the documentation and if possible describing the right way. Not sure what I did is the best way to compile this project.
