### service-setup survives duplicate Keycloak protocol mappers

A Keycloak client holding two same-name protocol mappers (possible
when two service-setup jobs race, since Keycloak does not enforce
name uniqueness on create) failed every subsequent client update
with a 500, permanently bricking service-setup. Client updates no
longer echo the mapper list, and duplicate F+ mappers are deleted
automatically on the next run.
