Update the GPU CI to use a smaller image - #112

We are currently using the base-ci image from ASWF to run our GPU CI jobs. However this image contains many dependencies, some of which are not needed by OpenQMC. Switch from base-ci to common-ci as the image for GPU jobs. This is a smaller image that should load faster, and has everything needed by the project given it's minimal requirements.
