Remove "This feature is still in early development" for search tool

Also make search not case-sensitive (is for me on v0.14.0b5 with aw-server-python).

A search for "vlc" showed nothing but "VLC" did.

Also move the "Are you looking to collect more data? Check out the docs" to the bottom of the buckets/"Raw Data" page. (and fix/move the extra/misplaced <hr/>)

Opened #986:

• Removed the "This feature is still in early development" alert from the Search view.
• Fixed the case-sensitivity bug — search now sets ignore_case: true on the category regex rule (same flag already used elsewhere, e.g. classes.ts), so "vlc" matches "VLC".
• Moved the "Are you looking to collect more data?" alert to the bottom of the buckets/Raw Data page, and reused the hr that was previously dangling in production (it used to separate the import/export section from the dev-only tools block, which renders nothing in production builds) to separate the main content from the relocated alert.
