Lets take another look at this shall we.
First off, this room im not sure the exact purpose of. It's decent. I think that the plants just sitting on the floor is a bit strange. The paintings are also kind of... weird for a public space. Really unsettling for a place that would be for taking on refugees and the homeless.
Another thing here is the gaudiness of the wallpaper, it feels odd to have in a waiting room, which honestly could be opened up and turned into a more shared space I think.
You've also forgotten to put wallpaper behind the paintings. Take note as well of how the carpet looks strange when you curve it around too much like to use it under a door.

The office. First thing that sticks out to me: the seats along the southern wall. Something you'll realize in testing is that the people sitting there will be cut off by the frill, which makes conversations awkward sometimes. The Floor itself is not super in line with the rest of the church. I'd recommend using the dark stone, and doing a small section of carpet as a feature, much like you've done for the corner of the room.
The Bishop's clothes can be moved to the closet with all of the rest of the religious garb up-stairs. I'd recommend more religious paraphernalia in general... like a bible maybe.

The Kitchen and dining.
This is another space I think that could be opened up to be less sectioned out, it helps rooms flow more and feel less boxy. Floor for the eating space is an odd choice, and the skirting is both inconsistent around the sides, and also doesn't wrap the full way around.
For the kitchen, a grinder on the floor is a no-no. The serving space is closed off and doesn't really promote great reaction with the people sitting down to eat, I'd open that up as well.
That bin is dense and will stop people from moving past it. Use the un-dense subtype when it's being placed in a walkway. don't be afraid to pixelshift it too.

The Medical spot. It's too... sectioned. I get understanding wanting to lock some things away, but I think that it would be better to lock the room completely and open the floorplan up. It's really tight and awkward to move around it as it stands.
There's also a homeless guy that spawned in the closet, not sure how he got there lol.

Homeless guy storage area/sleeping space.
The main problem with this space is it's not lived in. I think there's a severe lack of any decoration whatsoever and feels dull. The closet could be combined with the bathroom to reduce the amount of space spent on walls as well. Usually something we like to avoid is too many one-wide spaces, as it makes interaction between players a huuuge pain, and this is a roleplay space primarily.
Definitely use this space and the office when considering how cramped the wall frills can make things feel.

Im sorry this review took me so long to get to. I'm not really experienced with doing reviews yet, and have been really busy.
Also while doing this review I made some mapping changes in my own thing that I dont plan on merging right now, to show what I would do this space based on what you've done. I encourage you to take some of this on, but ultimately experiment, because I'm not perfect and experimenting helps make your own skill better,
The PR isn't in a way where I'd want to merge it in it's current state, but keep working on it. Also please start testing your changes in a localhost. This will help you so much.

About The Pull Request
Changed the Church to include a bit more RP potential.
Rearranged the priest's office on the ground floor.
Changes to the basement:
Rearranged the Bishop's office from the previous pull-request with holy relics, religion bookcases, cabinet for catholic bishop clothing.
Made a homeless shelter in the basement a character of mine has been working on for some time ICly.
The homeless shelter features: a small medical area to treat homeless in; spawn points for the homeless; a cafeteria and a kitchen; a common area for the homeless to sleep in; toilet/shower;
Expanded the homeless shelter, cut down on the size of the bedroom in the nearby ghetto apartment to fit in all the things that need to be in the shelter.
Why It's Good For The Game
The idea is so that both mortal priest players and Lasombra priest players have more activities to do and a space to exist in. Plus, to make the Church a bit more of a public space, where human homeless players can exist in and interact with each other and the staff. The blood freezer exists so that the Lasombra players would have an easier time to get a tome.
Changed the Church to include a bit more RP potential.
