refactor(vision): retire inactive product integration

What changed

• Removed the inactive Vision inference path from Web and API product surfaces.
• Removed Vision deployment configuration and production readiness coupling.
• Kept apps/vision-lab as an experimental, non-deployed lab with isolated tests.
• Updated active documentation and root commands to reflect the boundary.

Risky areas

• Existing observation CRUD remains available; inference endpoints are intentionally removed.
• Railway Vision services still require exact-target deletion before merge.

Commands run

• pnpm build
• pnpm test
• pnpm typecheck
• pnpm lint
• pnpm test:vision-lab
• targeted API and script tests
• git diff --check
• pnpm commitlint --from origin/main --to HEAD --verbose

All passed. The repository-wide pnpm format:check still reports pre-existing formatting debt across 502 files; changed supported files were formatted by the commit hook.

Remaining issues

• Railway Vision was removed from staging and production after exact-target verification; both API readiness endpoints remained healthy.
• Preserve future productionization work under [P2] Productionize an approved Vision model and provider boundary #135.
