The APIOps CLI should be as close to a 'drop in replacement' as possible to the existing APIOps Toolkit. We found today that there are some subtle differences between the apiops-cli and apiops toolkit override file formats.
We need to snap to the same (existing) format to ensure that customers can reuse their existing override files.
