Addresses DCC-EX#1187.

Documents current upstream EXRAIL behavior:

  • task lifetime and heap recycling after DONE/kill;
  • flash route-table versus RAM lookup/task allocations;
  • compile-time macro assertions and supported limits;
  • practical flash/RAM and concurrency checks.

The change is docs-only and leaves firmware untouched. Source behavior was checked against upstream EXRAIL2.h, EXRAIL2.cpp, and EXRAILAsserts.h. Local Sphinx rendering/link validation could not be run because direct repository cloning is unavailable in this environment; the RST was checked for the existing include/toctree conventions.

Superseded by the upstream-targeted draft PR DCC-EX#1276. Closing this fork-only duplicate.
