CI: drop the temporary publish branch from basis-build - #4

#3 merged, so main publishes and ci/basis-build-publish no longer needs to. The prerelease-when-not-main rule stays: it costs nothing and keeps any future branch build from claiming "Latest". Follow-up to #3, which merged carrying a temporary trigger entry.
While #3 was blocked on review it published from its own branch so the benchmark harness had pinnable Verus artifacts.
mainpublishes now, soci/basis-build-publishcomes off the push trigger. That is the one line #3's commit message said would need deleting.The prerelease-when-not-
mainrule stays. It costs nothing and stops any future branch build from claiming "Latest".Verified working before this cleanup: the branch published
basis-f1ec9a6b37correctly marked Pre-release, and the merge tomaintriggered abasis-buildrun.
