Follow-up to #3, which merged carrying a temporary trigger entry.

While #3 was blocked on review it published from its own branch so the benchmark harness had pinnable Verus artifacts. main publishes now, so ci/basis-build-publish comes off the push trigger. That is the one line #3's commit message said would need deleting.

The prerelease-when-not-main rule stays. It costs nothing and stops any future branch build from claiming "Latest".

Verified working before this cleanup: the branch published basis-f1ec9a6b37 correctly marked Pre-release, and the merge to main triggered a basis-build run.

#3 merged, so main publishes and ci/basis-build-publish no longer needs to.
