chore(release): bump version to 1.4.0

Release the stable 1.4.0 version: every package on the 1.4.0-rc.0 release candidate is bumped to 1.4.0 after a week on the rc line.

Other Changes

• 1.4.0-rc.0 -> 1.4.0 for 24 packages: core, all 15 adapters, extension-long-memory, extension-tools, extension-variable, renderer-image, and the 4 services (embeddings, multimodal, search, vector-store).
• Align koishi-plugin-chatluna peer dependency references (^1.4.0-rc.0 -> ^1.4.0) in those packages and in the stable-line extension-agent, extension-usage and shared-adapter.
• Full yarn build passes locally; no source changes are included.

Once merged, publishing with the latest tag ships 1.4.0 to users.
