What
Track hosting of technical seminars in conditional and allow hosting a technical seminar to count towards gatekeep/six weeks in place of attending two.
Why
Implementation of passed amendment ComputerScienceHouse/constitution#282.
Test Plan
I cloned the database and tested submitting attendance for a technical seminar with a host. I confirmed that it displayed seminars hosted everywhere seminars are displayed, and that gatekeep correctly tracked the new logic of 2 seminars attended or 1 hosted.
