Add generated Distribution verification - #1

Install the canonical read-only Distribution control plane from Cratis/AI. Validate exact inventory, byte parity, native manifests, checksums, fixture provenance, offline package lifecycle, and non-supporting rollback without admitting authoring content.
Extend the generated repository control plane with strict append-only candidate root, manifest, asset digest, exact inventory, and checksum validation while retaining non-supporting results.
Require the closed candidate and component-coverage schema bindings, exact 137-component disposition counts, and false authority grants before accepting generated review roots.
