fix: align Pebble chip build artifacts

Summary

• update bbkernel for chip-scoped kernel images and workload packaging
• update buddy-examples for direct per-chip compiler paths and the packed LeNet payload size
• update bbdev for consistent compiler, kernel, regression, and P2E runtime paths
