Migrates publishing off the manual path and onto dd-pkg + artifact-gateway. New tags will result in builds & pushes to Dockerhub. These can also be manually triggered for other refs, and a dev job was added for testing
Successful dev release done in this pipeline
Once this is merged we'll need to swap out the current Dockerhub credentials for a public-read-only OAT so we can deprecate the old PAT
