Onboard to Datadog Code Coverage and remove CodeCov upload. The coverage-upload-datadog job already existed and uses DataDog/coverage-upload-github-action. Removed all CodeCov jobs (coverage-preflight, coverage-upload, coverage-finalize), codecov custom actions, codecov.yml config, and dependabot pip entry.
