Onboard to Datadog Code Coverage and remove CodeCov upload.

Changes

  • Removed all CodeCov CI jobs: coverage-preflight, coverage-upload, coverage-finalize
  • Removed custom GitHub Actions: .github/actions/codecov-cli, .github/actions/codecov-upload
  • Removed codecov.yml configuration file
  • Removed codecov-cli pip entry from dependabot.yml
  • The existing coverage-upload-datadog job (using DataDog/coverage-upload-github-action) is retained and now depends directly on unit-tests and integration-tests via coverage-matrix

Onboard to Datadog Code Coverage and remove CodeCov upload.
The coverage-upload-datadog job already existed and uses
DataDog/coverage-upload-github-action. Removed all CodeCov
jobs (coverage-preflight, coverage-upload, coverage-finalize),
codecov custom actions, codecov.yml config, and dependabot pip entry.
