Revise tool schemas and clamped limits

• simplify high-frequency tool input names such as tool_get/tool_call name, package_search name, and class mutation name
• keep explicit contextual names where they disambiguate secondary subjects, such as className on method tools and packageName on repository filters
• clamp numeric tool arguments above schema maximums before validation so oversized limits use the advertised maximum instead of failing
