Unfortunately, the opentelemetry libraries are only available for python 3.10 or above. Not sure if reasonable to increase the minimum python yet. |

## Summary While working on HydrologicEngineeringCenter/cwms-python#305, discovered that while we process the traceparent header, we never actually output the trace_id and span_id for viewing and analysis in the logs. ## Related Issue Closes # ## Validation Describe how this was tested. ## Checklist - [ ] AI tools used

Implement support for W3C Traceparent and general traceability using opentelemetry.
Minor changes to logging to support additional detail in logs, set log format and output in tests.
TODO: adjust the .gitignore file for the generated logs.
