feat(cli): extend task budget counter controls (BRIX-1939)

Summary

• Extend quay task increase-budget with --counter retry_budget|non_budget_respawns and --reset for non-budget respawn recovery.
• Record task_non_budget_respawns_adjusted audit events with old/new values, force flag, and reason.
• Expose non_budget_respawns_consumed in task JSON and update operator docs/help for non_budget_loop recovery caveats.

✅ No manual deployment steps needed, will be fully operational after automated CI deployment.
