- Gate 1: gnusha primary + bips.dev/324 verified. Schnelli's BIP-324 authorship and the May 6 ML-KEM endorsement are both sourced cleanly.
- Scoring (4): the classical-then-PQ upgrade framing with hybrid HNDL security is proactive technical preparation, not urgent activation. Score 4 is the right read. 5 would overclaim, 3 would underclaim.

Schnelli is a BIP-324 author and former Bitcoin Core maintainer. In the May 2026 BIP-324 PQ thread he supports the classical-then-PQ upgrade path and describes ML-KEM inside the established v2 transport as preserving byte-level pseudorandomness while giving hybrid security against harvest-now-decrypt-later quantum adversaries. I scored this as proactive technical preparation, not urgent activation advocacy.
