Close the service-worker drift left unresolved by observation 0001 - #13

Conversation
Observation 0001 recorded repository aaig-v85 against production aaig-v84 and deferred. The pin has since advanced to aaig-v87 and no later receipt had re-observed the deployed file, so an unresolved finding was aging out of view rather than being closed. Fetched sw.js from production and compared it to the committed bytes. They are byte identical, and both name cache aaig-v87. The receipt closes the current-state question only. It records that the v85 and v86 generations were never observed in production and cannot be reconstructed from it, that one edge was sampled, and that installed client caches were not inspected. Checkpoint 000013 seals the new event. The projection root is unchanged at 22852b5a3025, because an OBSERVE decision with effect NONE must not advance accepted state.
