The only use of Random was to define a `rand` method for `Float128` samplers, which seems like a good candidate for an extension.
It was only being used to define a method for `Printf.tofloat`.

The minimum had been set to 1.6, which means we did not have `@assume_effects` nor package extensions. That necessessitated a dependency on Compat as well as making all extended packages direct dependencies rather than weak dependencies. Raising the minimum Julia version means that this package now has no direct dependencies.
AArch64 Linux and FreeBSD should now work, though only the latter has been verified. The note about needing a "recent-ish" gcc for `__float128` may be outdated since Julia ships libquadmath on platforms where it's available, IIUC.
