Move the XR_ANDROID_trackables extension to a fragment before release. This effectively migrates MR !4161 from the private repo, so that release diffs are more useful, as this is not a functional change to the specification.
…improve generated documentation. This applies effectively MR !4406 and !4413 from the internal repo prior to release to make the release diff more useful. (These changes are not functional changes to the specification)
