Mirror the API's #973 changes: IAttribution gains dataOwner/dataOwnerName (read), and the inquiry/recovery input bodies gain an optional dataOwnerOrganizationId (admin-only, central-account entry workflow). Wiring the data-entry UI (org picker) is a follow-up. vue-tsc clean.
