Bump Reihitsu.Analyzer to 1.0.0-rc1 and suppress RH4124 - #588

.editorconfig now disables RH4124, raising the total suppressed RH#### rules to eight. Documentation in copilot-instructions.md, csharp.instructions.md, AGENTS.md, and CLAUDE.md was synchronized to reflect this change. Upgraded Microsoft.NET.Test.Sdk to 18.9.0 and Reihitsu.Analyzer to 1.0.0-rc1 in Directory.Packages.props, updating comments to note the release candidate status. dependency-decisions.md now clarifies that Reihitsu.Analyzer remains a pre-release.

The new analyzer release splits the old blanket single-letter-identifier rule into several granular rules;RH4124(single-letter lambda/anonymous-method parameters) conflicts with this repo's pervasiven => n.IdLINQ style, so it is now disabled in.editorconfig.
