Add bulk storage slot cleaner utility

Summary

• add a Yul-based bulk storage slot cleaner for contiguous zeroing
• expose a small harness for testing the cleanup path
• cover the new behavior with a Hardhat regression test

Notes

• This PR addresses issue [PERF] Build Single-Transaction Bulk Storage Reset Utility in Yul #709 by implementing the requested utility in the storage module.
• Verification was limited to static validation because the repository currently has unrelated Solidity parser issues in other contracts during full Hardhat compilation.
