CAPNotebook should be able to compute inconsistencies with only its NotebookElements

CAPNotebook >> detectNewInconsistenciesByMetaStep retrieves SousGraph inconsistencies. This means that we will have elements from other notebooks in the resulting inconsistencies.

Sometimes we will probably want the inconsistencies with only current notebook elements.
