- CI를 main 및 develop 대상 PR에서만 실행
- workflow_run 기반 CD 트리거 제거
- develop push 시 dev CD를 직접 실행
- PR 머지 커밋은 기존 PR CI 결과를 사용해 바로 배포
- develop 직접 push는 전체 빌드와 테스트 통과 후 배포
- main은 PR 머지 커밋만 운영 배포하도록 검증
- 불필요하게 생성되던 skipped CD 실행 제거
