Reviewed current head 7beff92 against main 0529660. APPROVE: all actions/checkout references move to the verified immutable v4.4.0 commit, and the Dependabot-only exemptions correctly leave secret scanning and action-pin validation enabled. Evidence: local exact-head diff/call-path inspection, git diff --check, scripts/ci/check-action-pins.sh (42 pins), and live CI (CI Gate, Fast Checks, action-pin validation, secrets, and attestation all successful). No existing reviews or unresolved review threads. Residual: auto-merge is currently disabled and should be enabled by the control-plane finalizer after credential and head verification.
