Remove CXX and poppler-cpp build requires - #203

We no longer compile C++ in libcupsfilters, do not require it during configure.
pdftoraster uses pdfio now as well, so poppler-cpp is not needed anymore.

IIUC both are now unneeded, because pdftoraster is now for pdfio, and after dropping qpdf support no C++ code is present.
