fix(configs, dts): align dts with xiangshan dts and fix configs

Summary

• Align XiangShan FPGA DTS ISA declarations with the current XiangShan platform definition.
• Update noAIA and novec DTS variants with the required ISA extensions, including cache-block, supervisor, and RVA23-related extensions.
• Update the multihart DTS generator to preserve ISA properties from the source DTS while removing unsupported sstc.
• Add supm1p0 to the RVA23 MARCH settings used by SPEC2006, SPEC2017, and SPEC2026 configurations.
