Settings menu reorganizing

The "General" tab sucks ass since it's mainly a remnant from the time where we had few settings and could fit them in one tab.

• Move the settings there to other tabs
• Convert the tab into more of a "home page", keep credits there
• Add descriptions at the top of every tab (or at least all the major feature tabs)
• Add a hotkey to open the settings menu
• Do not re-render tab buttons when changing tabs, as it resets scrolling
• Add random "tip of the day"s to the new general tab, to promote obscure features
  • Should track which tips have been displayed to avoid repeating them until all have been shown
