Allow Skill Groups to hold items with 0 charges

Major block with this is not being able to request a tooltip for an ItemTemplate - engine calls require a handle to an existing item

There is unfinished code relating to holding ItemTemplates in these slots, it was likely scrapped for that reason. Could be brought back though the UX won't be perfect
