Align ten national Universal Credit count targets with paid claims over all twelve months of 2025, using Chronicle's payment-status and child-entitlement tables. Add explicit, fully checked monthly source-window operations for calendar and fiscal comparisons, and classify model families using the standard allowance while retaining structural relationship measures. Record the remaining annual-payment, child-definition and open/nil-claim approximations. Pin the national Chronicle artifact independently from the existing local target surface, checking both its facts and manifest hashes before calibration.
