Writes the GH_APP_POSTHOG_WIZARD_CI_BOT_GATEWAY_TOKEN secret to a file and points WIZARD_CI_GATEWAY_TOKEN_FILE at it so PostHog/wizard#1240 can auth against the gateway without minting.
