Major bug fix on multiagent envs with the torch backend
Changes to maze in preparation for 5.0 state set research. This is compatible with the current 4.0 so I am merging it now as the new baseline. Perf increases from 98.6->99.2% with changes to action and observation processing in this version. Maps are unchanged. Quite stable across seeds.
