Decision: build sync-notebooks (#96), or eliminate the .notebooks repos first?

The choice. #96 proposes a sync-notebooks action to standardise pushes to the .notebooks companion repos. It is phase 1 of QuantEcon/workspace-lectures#12, which sits under the ci-migration project (QuantEcon/workspace-lectures#31).

docs/dev/PLAN.md also records a settled decision to eliminate the .notebooks repos, in favour of gh-pages notebooks plus theme-generated Colab URLs. That decision is gated on QuantEcon/quantecon-book-theme#359, which is open, has no comments, and was last updated 2026-02-09. PLAN's disposition for #96 is "Sequencing decision required", and none has been recorded.

Options.

1. Build New action: sync-notebooks (internal git) — standardize notebook publishing #96 now as an interim. Today there are three hand-rolled internal-git pushes and three cpina uses (two at @main). The action would retire when the .notebooks repos go. Cost: a new action with a known end of life.
2. Eliminate the .notebooks repos first, via quantecon-book-theme#359. Close New action: sync-notebooks (internal git) — standardize notebook publishing #96 as not planned, and repoint workspace-lectures#12.
3. Harden in place: SHA-pin the cpina uses and change nothing else until #359 moves. workspace-lectures#58 already covers the cpina SHA-pins.

Record the outcome here and in PLAN.md's settled-decisions line. If the choice is option 1, #96 becomes a work item under ci-migration, with workspace-lectures#12 blocked by #96.
