Motivation

This pull request restructures and improves the organization of documentation resources, particularly on the main landing page and navigation menus. It introduces dedicated resource and reference pages, updates the layout for better usability, and consolidates related links under clearer categories. The changes also clean up and modernize the presentation of tools and reference materials, making it easier for users to find relevant documentation and utilities.

Technical Details

Documentation Structure and Navigation:

• Introduced new resource pages: docs/resources/index.md (for tools) and docs/resources/common-reference.md (for common references), and updated the table of contents in docs/sphinx/_toc.yml.in to group related links under "Resources" and "Common Reference" sections. This improves discoverability and organization of documentation links.
• Removed redundant or outdated links from the main navigation and reorganized cluster and reference links for consistency and clarity.

Landing Page and Content Updates:

• Refactored the main landing page (docs/index.md) to use tabbed and dropdown layouts for tools and references, providing a more user-friendly and visually organized interface.
• Updated and re-categorized several resource cards, including moving "Enterprise AI" and "Omnistat" under a new "Tools" tab and updating images and descriptions for clarity.

Reference Material Organization:

• Moved individual reference cards (e.g., GPU Partitioning, AMD SMI API Doc, HIP C++, OpenMP, etc.) into a consolidated "Common Reference" dropdown and updated their presentation for consistency.

Cleanup:

• Removed the obsolete docs/core/index.md file, as its content is now covered by the new reference structure.

Minor Content and Link Corrections:

• Updated image references and fixed various links to ensure they point to the correct and most up-to-date documentation.

These changes collectively enhance the documentation site's usability, making it easier for users—especially newcomers—to locate tools, guides, and technical references.
