Change: move artifact upload and download steps to their Node 24 major versions. Tests: actionlint passes; release assets were successfully built and uploaded before the runtime-only upgrade. The first successful release backfill exposed Node 20 deprecation annotations from the artifact actions. This moves upload to v7 and download to v8, their current Node 24 majors.

actionlintpasses; the v0.4.0 three-platform build and upload completed successfully before this runtime-only upgrade.
