The server has always accepted adhoc:true for keys declared in no org schema (its 400 message prescribes exactly that), but the CLI never sent it — so release-tooling secrets (match passphrase, ASC key material) had no th config path without inventing a consumer schema. --adhoc requires an explicit --tier (clap 'requires'), keeping ADR-075's say-it-out-loud property for sensitivity. Second cmd_set caller (limit set) passes false. First use: Big Smooth TestFlight signing secrets → Smoo AI prod org.
