Summary

Add test coverage for account merge protection, ABI binding generator, and DEX price feed consistency. Extract and consolidate CircuitBreaker into a shared module.

Changes

• Engineer Unit Test Coverage for Account-Merge Protection Against Unregistered Accounts #1127: Add explicit test coverage for unmanaged account merge protection, verifying getAccountState is not called and audit logs are recorded
• Engineer Unit Test Coverage for ABI Binding Generator Union and Enum UDT Output #1128: Add test coverage for UDT without doc strings in ABI binding generator to ensure no empty doc comment blocks are emitted
• Engineer Unit Test Coverage for Order Book Consistency When One Endpoint Has No Liquidity #1129: Add comprehensive test coverage for verifyOrderBookConsistency with empty order book scenarios (primary and secondary empty)
• Extract a Single Shared CircuitBreaker Module Consumed by Both Backend and Stellar Packages #1130: Extract duplicated CircuitBreaker implementations from backend and stellar into a shared module in packages/stellar, update both consumers to import from shared location

Testing

• All new tests pass: 64 tests across account-merge-protection, dex-price-feed, and horizon-client
• No circular workspace dependencies introduced
• Backward compatibility maintained for horizon-client API
