Tracks DTD#47. Future tool repos generated by the scaffold now ship with empty paths-ignore on the release.yml push trigger, matching the post-DTD#47 ecosystem state. Existing tool repos updated separately via canary-then-parallel rollout (Home-Lab canary at b7adc86, then CFX 929cb93, Unity 5d790cf, Docker 69f1007, Monday a44c9a1, Steam-Cursor 48a9f0e, Blender 6b2c190). Bumps standards VERSION 1.9.3 to 1.9.4. Made-with: Cursor

Removes paths-ignore from scaffold/templates/release.yml.j2 so future generated tool repos start with empty paths-ignore.

Existing 7 auto-releasing repos updated separately via canary-then-parallel rollout (Home-Lab canary, then CFX, Unity, Docker, Monday-Cursor-Plugin, Steam-Cursor-Plugin, Blender-Developer-Tools in parallel). This PR closes the loop on the scaffold so future repos do not regenerate the bug.
Verified by scaffold dry-run: generated release.yml has no paths-ignore key on the push trigger, only
branches: [main]andworkflow_dispatch: {}.Bumps VERSION 1.9.3 to 1.9.4 (PATCH for fix:).
