직접 GEMINI_API_KEY 가 TTS 버스트로 429(TooManyRequests)를 자주 맞아, 게이트웨이 /audio/speech(OpenAI 호환, Gemini TTS 라우팅, raw PCM 반환)를 쓰는 GatewayTtsProvider 추가. LLM_API_KEY(게이트웨이 키)를 사용해 직접 키 부하를 분산한다. - build_tts_provider auto 우선순위: gateway > gemini > openai > mock. - gateway/gemini 는 GEMINI_TTS_MODEL/VOICE(기본 gemini-2.5-flash-preview-tts/Kore) 공유. - 반환 raw PCM(L16/24kHz)은 기존 pcm_to_wav 재사용해 WAV 로 감싼다. - 게이트웨이 /audio/speech 실호출로 200 + audio/pcm 확인 완료.
